Still Proc on a miss?

Did a search and didnt really find the answer that I was looking for.

On EQL, a Player could 'miss' and still proc their weapon, on the other hand, a mob could only proc if it hit.

On WR, is that still the same scenerio?

Also, the boots for the Warrior Starfall quest, their effect is Anger. I am assuming that it is not the same Anger from the Darkblade from Time. Would this be a correct assumption?
 
From my perception on WR, I've noticed that weapon "spell" procs, like Wizard's Blades line or Divine Rage will proc even if you miss, whereas a weapon proc (like on the weapon description as an effect) will only proc on successful hits.
 
Not that i have any verification on this but if the proc level is 35 - it would make sense since I believe many proc's in Live kicked in at 35 as well. Could just be a carry over since they did not see the point in adjusting this.
 
Ok, so I seem to have an agreement that Anger is 75 hate.

But on my original question, can/do you still proc on miss here?

You can proc on a spell effect weapon proc miss. You cannot proc on a natural weapon's effect miss.
 
The word perception is what caused me to shamelessly bump this. I was looking more for a definitive "Yes" or "No" that it is coded as so.

I ran and started wacking some deep red's, hoping I would get alot of misses and see if I proc or not. But I cant seem to find the right level that either A) I can still hit them fairly regularly so I cant tell if I am procing on a miss or not, or B) I dont stand there long enough to get a proc off.
 
Oic. Well, I'm not going to say 100% for sure. However, in that last year, I have never seen a weapon natural proc, proc on a miss. And I have seen the blades proc, or divine rage hit often on misses.
