If 1017 plagues you and you have tried everything...
This did the Trick for me.
Step 1: Delete Client.ini from your EverQuest directory
Step 2: Repatch (Both versions, Live then WR)

Q. Why client.ini?
A. Most likely you use/d a custom user interface when you play EQLive
that user interface is saved as your default interface in the client.ini file...
Q. Does that mean you cant use custom interfaces in WR
A. not if you want to create a character, and if you are getting 1017 errors that means your interface files wont support the creation of characters in WR. once you have your character created and are ingame /loadskin * should load whatever custom interface fils you have (* = name of custom interface directory).
