Sneak Not working

Whats wrong with Sneak? I am a Iksar monk so obvisouly I have to rely on my sneak to buy from merchants but now sneak wont work. I am dubious to newport and erudin and I cant buy from merchants. So I sneak and turn indifferent while behind the merchant and they still give me the message "I will not deal with one such as you!"...

Is it suppose to be like this now if yes.. WHY? one of the major benefits of sneak if your not a rogue is using npcs that dont like you.
 
Because it hardly makes sense that you barter with someone who doesn't like you, simply because you're sneaking behind them.
 
There are merchants at night you can sell to regardless of faction, and I'm pretty sure there's at least one merchant in town that you should be able to sell to during the day as well.
 
I always thought that sneak worked with the merchants because as long as you were sneaking they wouldn't have to be seen dealing with a [insert race here]. Afterall, your money spends just as well as everyone else's.
