Slow motion lag fix?

I know theres one topic that briefly mentions this problem, but it wasnt really a help.

I quit playing SoD for a month (before this, the game worked fine 100% of the time other than the usual bugs), and now whenever I get on I'll get random slow-motion lag, where everything slows to a crawl for about 10 - 15 seconds and then speeds back up to normal; give it a little time and it starts the process over again. Some other people seem to be having the same problem and know exactly what I mean, so I know its not just me or my system. People in-game have yet to be helpful, as people who havent experienced the problem dont understand whats going on and therefor are of little help, and people who have the problem are as stumped as I. Has anyone had this problem and found a (fairly) simple work-around for it? Something has to have changed recently for this lag to suddenly show up. Thanks in advance for any help!
 
I had this problem running SoD on my laptop which uses Intel Speed Step ... along with EQPlayNice. I just stopped using EQPlayNice and the problem went away. Another option is to turn off Intel Speed Step and then use EQPlayNice, but I don't recommend that.
 
Went through the process of seeing if I had Speed Step on, but I dont even seem to have it (unless I did something wrong), and I dont use EQplaynice, so anything with that is ruled out. Forgot to mention in the original post, my system is an Acer laptop, 1.8ghz processor, 512mb ram, 256 vram, running XP. I've repatched and rebooted, run antivirus and ad-aware, nothing seems to be working :(. Any other ideas on how to resolve this would be much appreciated, I want to get back to enjoying this great game!
 
Go in to your display settings, power settings under the screen saver, and change your setting from Portable/Laptop to Home/Office Desk

Is your AC plugged in? Mobile GFX cards throttle-down when not plugged into an outlet.
 
Yeah, my AC is always plugged in when gaming. The way the game slows down is pretty similar to when playing unplugged, though, except that it comes and goes... doesnt stay the same constant speed.

When I go to my display settings / screen saver and click on the power setting button, it brings up this (pic below). This is what leads me to believe I dont have your standard Speed Step on here, or its not as easily identifiable or something if I do. Thanks for tryin to help guys, any ideas on how to fix this are welcome right now.

My Dell D600 laptop has Intel Speed Step and it is only accessible in the BIOS. No where in the OS or the Dell software address this "feature". I went though this EQPN problem back with WR years ago.

Perhaps using some kind of monitoring software as you load/play SOD? Windows has a built in monitor but it's a bit basic.. just type PERFMON in the run box and you'll see it.
 
Found that monitor, but not really sure what I'm supposed to do with it. If just having it running while playing was supposed to change anything, it didnt :(
