slow agro?

I used to be able to slow on pull (I always pull with Cease), but now Cease + Desist still loses aggro to a level 29 slow. Kinda silly.

Flash of Light for the Paladin is suppose to be a primary form of holding aggro at all levels like the stuns and I think it counts as a debuff as well, at least so the spell database says. Cease, Desist or whatever stuns may not be enough by themselves to do the job.
