Skills not refreshing last night (oct. 29)

I know a lot of people last night were having problems with some of their skills not refreshing. I heard a few people talking about zoning or dying would refresh them for one more use, and then nothing. I wanted to ask about this here before reporting it as a bug since it seemed extremely widespread and I would put money on it having been reported about 50 times already. Is this being looked at, was it a fluke, or does it still need to be reported as a bug?
 
I know I have reported it.
Where you use a skill such as forage, then zone and it looks as though its ready for use, then it says ability not ready yet.
Nothing wrong with it really unless it resets skill timer the second time you try.
 
Not exactly sure you get what he is talking about. Last night it wasn't the normal problems, some skills refused to refresh. I died twice because FD kept giving me the "Ability recovery time not met." message, regardless of how long I waited. The problem was occurring for special abilities mainly, but I also heard range attack was doing it. It was fixed sometime this morning I believe, not sure what they did, but it started working. It was a really annoying bug, but I've never seen it happen before, so it's probably just one of those really rare server mishaps.
 
last night was also the switch to or from DST, I forget which since I'm in AZ. I noticed that it was about an hour before it started working again, so I'm assuming that the server timer got set an hour back.

Just a guess.
