+skill mod and +% mod

I'm hoping this isn't a re-hashed, overused topic but I am curious on just how the modifiers work.

I've seen that +25 is the max on a skill mod, for example I'll use Archery.

I asked in /ooc whether you could have +25 Archery and then get more benefit from +% Archery mods, such as the Trueshot Charm (+15% Archery).

The answer I received was that you only get +25 to Archery maximum as a total between the two types of modifiers; however, the +15% from the Trueshot charm is already +37.5 (250 skill x 15%) to archery by itself.

So, naturally, I'm now wondering just how do the +% modifiers affect skills, if my math is the wrong theory, and what is/are the cap(s)?
 
AFAIK, there are no % mods any more. They're all equal to +skill mods. There may be instances where you see % in fomelo's, but it's not accurate. The Trueshot is actually only +15 skill and not +37.5 skill.

I believe this was changed sometime last year?
 
Yar, that's my impression too. Even if it says %, it's just a straight plus to the skill.

Doesn't mean I'm right... not that I'm ever wrong or anything, but HAY! It could happen!
