Skill Bonuses - % vs Points, Plus Final Caps

Hi, two questions here, my search didn't turn up any answers.

1> Many times I see a Skill bonus on an item indicated as +5, for example, and other times it's indicated as +5%. Do both types officially exist? I am also aware that equipping such an item is not reflected in the client's Skills window.

2> Is there a maximum cap for skills? For example, if my Hand-to-Hand skill is 250 already, if I have several items that have Hand-to-Hand skill bonuses on them, is any of it being wasted, and if so, at what point is the excess worthless?

Any item with a % bonus is actually a direct bonus. The cap is 25 from items.
 
So they stack? If I have a weapon that is +4 backstab on my rogue and the rogues hood with +8 or so, then I have +12? I had been told in the past they did not stack, but if the do GREAT!
 
So the -1% aggro mod on leckimka's necklace, w/subtlety 3 would that make 21%-aggro total? Or would it follow some sort of order like aggro is 100-1% taken off the top making 99 then -20% taken off of that or vice versa? (taking only spellaggro into account of course, as thats all subtlety applies to afaik).

Vista, my question involved Skill bonuses, Your question refers to something different, that probably works differently. Just wanted to point that out in case anyone missed it.
 
Is there a cap to it?

Lets say a rogue has 250 backstab, and he has one mod for +10 and one mod for +15%...

where would that put him? Does the 15% include the 10 in the equation? Is there a cap to it or can he keep going and going? Would added another +10 be worth it?

Yes, but I'm not going to assume that this means an effective cap for a skill, including the max bonus, is 275. Part of my initial post was concerned with bonuses to a skill that is *already* at 250 (which I perceived as the max already).

And Waldoff, I think your question demonstrates that you missed Rab's mention that any bonus with a % is actually just a straight number.
 
aye, I was sitting at LAX waiting for my flight to board when I wrote that... I didnt quite pay enough attention =p
