Simple map levels...

The wiki for simple maps says Tier 4 50-59... does this mean that only 50-59 can participate in a Tier 4 tmap, or only that a 50-59 opens a tier 4... and anyone (1-65) can participate?

simple maps are locked to level of the digger.

Its considered an exploit if the digger is level 20 and have a level 30 (or higher) helping on the tmap (this applies to all the simple level range aka a level 59 digger with a level 60+ helping).

So the short answer is "no".

You can have people lower than the intended level range though (example: a level 19 on a level 20-29 TMap).

Note: The digger must be in the level range of the map they are digging, they can however have higher level buffs. Per Wiz, using people above the level range of the digger (level 65's on a level 50-59 map, level 55's on a level 40-49 map, etc., is an exploit. Don't do it.

If you want to be more effective at simple maps, say tier 4 for example, level 50-59... get someone level 50 to dig, while the rest of the party is level 59. you should fare better at tmaps that way. Then you also don't have to worry about exploitations and stuff.

I think a lv50 digging will get the same stuff as a lv59 digging since its the same type of map.

Yes, that is correct. It's in THAT LEVEL. Exploit is using a 49 digger, with chars 50+, don't do it.
