Silvercrown Aug Quest Bug

I did some silvercrown quests went and did advance my rank it took me to corporal from hireling , as you can see on the second SS it says i have to upgrade my aug before they even talk about advancement it didn't prompt that before advancing me hence the reason why im stuck most likely. But keeping this short im stuck with hireling pips and can't upgrade them. Whenever i try and turn in my aug in it just returns my hireling pips.

Any way i can get this fixed??? i keep thinking all i need is the soldier aug so i can upgrade it to corp then it will be fixed since thats the only thing holding me back. What's the worst thats going to happen i have to petition for every aug upgrade. (my bro's ranger was like that same thing happened to his character) but idk any insight would be helpful, not enough information or something else?
 
Another thing, A Dev gave me the correct augment i was up to but it didn't fix my (flags if there is any) aka I am now done with the quests up to sergeant and still can't upgrade my aug.

Ally with the birds
Ally with Centuars
I've done the 4 mapping thing
I've turned in around 70 something Gemanthian Heartstones
Walked the trader across badlands
Did the Warrior staffs
metal deposit lists


PS- Now done with farming everything to get to trader just need this fixed so i can turn things in =/
If it helps this all started with trader Togun in wbadlands thats who i went to, to advance when all this stuff started happening.

Your best action to fix this is to petition on-line. It takes me up to a week to get a petition answered since it requires a GM to be on at the same time. Se sure to describe the problem well in the petition.
 
Well, the quest has advanced since then. Have you tried talking to other NPCs to see if they'll upgrade? If not, best bet is to ask in IRC if a Dev around to check your flags.
