Sight Graft bugged or not meant to work?

Hi all, I noticed that the spell sight graft for my necro doesn't seem to work.

From what I remember, you could use it on any NPC not just your pet, I understand that this is a different server with different ways of working with certain things. But it doesn't even work on my pet (which it is intended to) it just says "Pet's eyes start to glimmer" or something and that's it, I still see through my own eyes no matter where I put my pet.

Anyone know if it's bugged or it's just a neglected spell? If so, why is it even in the game?
 
All I will say is that the bard line of sight graft was removed. This may be a sign that it was meant to be removed as well or that it's only supposed to work on your pet and is borked.
 
Well I just wish that I would have known BEFORE I spent money on it lol. But it wasn't all that much I suppose.

But if the spell is not working, nor intended to work, why is it still available?
