Shroud of Pain/Cloak of Akheva

The ShadowKnight spell Shroud of Pain and Cloak of Akheva do not stack, was just wondering if there's a reason they don't stack or just an oversight.

Was just wondering if this was intended, because shroud of nightmares and torrent of hate stack.

The problem between those two spells is,

Shroud of Pain

"Increase AC by 0 (L1) to 18 (L59)"

Cloak of the Akheva

"Stacking: Block new spell if slot 3 is effect 'AC' and < 1045"

Both, are also, slot 7. It's basically saying that Shroud is a lesser version of Cloak.

Actually shroud overwrites cloak

Higher AC, same spell slot. I know it does, it should be the other way around.
