Shield of Freeport Effect?

I have heard to many conflicting reports on it and search didn't turn up anything useful.


What is the % of the effect on Shield of Freeport and does it only work on healing powers?

I have heard 3%, 4% and 5%......Some say it works on DDs as well as Heals.
