Shaman 1st armor quest problem

Searched for Bugog and got no hits, hope this is not a repeat:

I combined the required items into a Muddy Medicine Bag and attempted to give it to Bugog (the poisoned guard) but he just gives it back. If I'm reading Wiki right he should have given me a dented shield, but I did not receive one. Am I overlooking something here?

Quest giver is Spirit Talker Grekal in Grobb
 
I desroyed the bag and did the quest over, he still won't accept the bag and give me the shield.

I found the problem, Wiki says it's 4-10 and I'm past that. It's a shame he still gives out the quest to levels beyond what can actually do the quest, but oh well.
