Sergeant Silyna's dilemma quest problem

i've been camping pirates in the sea of swords for the hook of the great sea and earrings (for the silver crown faction quest). when i turn in the earrings to sergeant silyna, i get the completion text, coin and XP, but no faction hit.
i'm just wondering if its supposed to be like that now, or if its broken, thanks
