Seeking directions for Vingrin's Wand of Animation

I have searched and searched using search and have only seen posts on the fabled wand and nothing but what you see below. Only stats.. Can someone please point me in the right direction. Who starts this quest and what I am needing.. Thank you..

I've heard someone mention a gnome in Steamfont, and something about a mechano-dragon... but that's alls I know.

I wrote the entry of it in the Wiki but I've been to lazy to finish it, sorry.

What I know of the quest I remember from reading it before the original wiki had gone down. It was written by Lucli if I'm not mistaken so all credit should go to her.

Quest starts in Steamfont. Go to the southeast corner of the zone. You will see a gnome named Vingrin (something) by the clockwork dragon. He will tell you what you need.

1. Yaralith's Eye Stalk from Yaralith's Eye in the Temple of Yaralith. He's in the pyramid area.
2. Heart of a wyvern from Barbtail in Wyvernfang. Kill the wyverns that roam by the rock near the tower. Barbtail will spawn there. It may take a long time but he'll spawn.
3. Brain from the Overseer. This guy is in steamfont. Spawns in the cave with all the clockworks in the northernmost room in that cave system.
4. Level 44 enchanter animation spell. Yegoreff's Animation.

Turn in the 4 items to Vingrin. After a few seconds, the clockwork dragon will aggro Vingrin. Kite him away from him so Vingrin will not die. After you kill him, hail Vingrin and hew will give you the wand.

I suppose I'll go ahead and copy this into the Wiki.

As mentioned above, level 44 enchanter pet, but this item has charges.

Where can you buy the lvl 44 Ench spell Yegoreff's Animation?

That spell is available in Underhill.

Be careful when you activate the dragon, he's tough-ish for the level range of the quest and he's hard to peel off the gnome. If the gnome dies you start over.
