Scouting for Newport

I've completely missed something. How do I start the second Scouting for Newport quest? Thanks, in advance for the help.
 
Hail Scout Velia and she'll give you a note. Hand the note to Sergeant Halsey. He gives you the note back and you'll need to give it to Burt in the dock area of South Newport. Burt will run away and leave a bag in the water. Pick up the bag and return it to Sergeant Halsey.
 
thanks much, i guess now that npcs won't eat stuff that they don't need, i coulda just trial and errored it. your help makes it easier this time around though. appreciate it.

now that i think about it. i think she gave me this note when we finished killing that bandit guy.
 
I finished this part of the quest and handed in the bag, but I don't know what to do next. I logged and did not write down the message the guard told me. Could anyone point me in the right direction?

you need to head to east badlands, and i suggest being 35+ and bringing some friends (a tank/healer is a MUST) i just did this part of the quest at 39 and the bandits you need to kill conned LB, plus there are mega adds from the local bug population, so make sure you are prepared. you are looking for infiltrator _______ (cant remember name, in the south eastish corner, and the bandit camp you need is close to him.
 
Mmm this part isn't that hard. I trio'd it with a 32 cleric, 28 dr00d, and me, being a 30 pally. We all camped it and even pulled some wanderers for some exp xD
 
You had a tank and technically 3 healers, AND crowd control. Would you suggest it being easy if you went alone? That's why I said be prepared.
 
Forgot to add that I didn't really need much healing :). Adds weren't a problem. Just pull them towards infiltrator. Nothing really wanders that close.


They're level 28ish. I remember the guy by the chest conned white to the 28 Druid.
