Scale Guard Frusp (Fearstone Keep)

There's an NPC on track in Fearstone Keep named Scale Guard Frusp(yellow con to 10 ranger in case anybody was wondering).

After clearing around with my SK and tracking with ranger I have come to the conclusiont hat this mob is buried deep in the wall - outside of even /target range

There is no info on the wiki for this mob.

I assume its some kind of a spawning bug that has caused the named to spawn in the wall and/or under the world.

It may be possible that he is a quest mob, and is stored there on purpose until something triggers him to move into the playable area of the zone?

he's a triggered spawn (must be quest flagged) with ~5 locations which rotate

i haven't done that quest in 2.5 so could be bugged, though it seems likely that he's supposed to be untrackable
