And has been for years.. Do what everyone else does, and ignore it. It is really rather minor, I am sure they could fix it quick the next time they do a patch. But since it really has little to no effect (you actually read all those messages?), it would be really low priority.

Actually, at 61 characters, this message is maximum length. It isn't the only Cast On message with this issue. The others I know of are:
Succussion of Shadows: You shake violently as your body is assaulted by living shado
Maelstrom of Electricity: Your skin burns as you are caught in a maelstrom of electrici
Frost: Your blood freezes as you are iced by an intense cone of fros
(Item effect) Rapid Recovery: Energy flows through you, warding you from attacks and hastin
(Item effect) Weakening Poison I: You feel your strength fade as poison spreads through your bo
Cyzaine fixed a number of these for other spells when I first made the wiki spell parser. There is actually a function of the spell template on the wiki that lists all spells/effects with their effect message added (as it is on all spells added with the new parser) where the number of characters matches max length. The category can be found here.

Huh, I'd never noticed that. From what I'm seeing, the beastlord pet messages are in the wrong part of the line.

Edit: Spoke with Zae and did a little searching around - there are a few that have . in the seventh slot (the slot the msgs SHOULD be in) but the example above is blank in that slot.
