Alright, so, Flowing Thought is a Worn Effect. Unfortunately, no one told my Sanguine Root this; it's FT II is listed as a Focus Effect. It would be very nice to have this fixed, so that it actually works. (And shows up properly on the worn effects column on the FT's wiki page of course!)
I updated this item's wiki page from my own Range slot (though it's bagged for right now, for obvious reasons), so the info is correct. It's dropped by one of the sanguine tree things in poearth. I usually have everything logged, but I don't have that exact mob name, blah.
