From what I've been told:
Lesser Runes of Water: +5% Chance to Critical Heal
Runes of Water: +10% Chance to Critical Heal

Assuming this information is more or less accurate:

-Does the effect from "Lesser Runes of Water" (Shie-ld of freeport) and "Runes of Water" (Holy Charm of Protection) stack?

-If someone without any healing crit AA's whatsoever were to use the charm or shield, would they now have a chance to crit heal?

This is a waste of time since you want an official responce, however, reasoning would have runes/lesser runes give someone without the AAs a chance to crit. If the mage summoned item with 'searfire' on it gives a +10% chance to crit, and lets people without those AAs do it, it seems only fitting.
