Hello,
I have just finished this quest. To come and find out its req level 28 now. ;( I am level 23. I completed this quest by myself. I belive if you can quest it you should be able to weild it. So maybe remove the req level form it?
 
Talking about required levels on Quest items:

I was able to solo the Quest in Centaur Hills which results in the Darkwood Bow (30/12, don't know the exact name) with my Level 19 untwinked Ranger-Main to find out that the bow is useable at Level 21 ;(
