Rotblade + lvl38 - blade/strike = ???

I was just messing around with that little sk and I noticed something odd...

at level 20 with that pristine rotblade I was hitting for 50s...
at level 30 i was hitting for 80s...
at level 37 (one level below recommanded level) I was hitting for 104s(max) and 80s average
- keep in mind I purposely did not spend any specialize points into blade/strike (it was 0 skill)....

at level 38, the sword became "unlocked" and without any specialize (yet) I wanted to see how the normal damage was on a few creatures, my damage was between 83 to 104. I thought this was "odd" since now the sword should have the extra bonus of 10 more damage with the "diease" based. But it didnt seem to even do "more" damage then before. So here is the kick in the face, I thought well lets see how much adding my specialize from 0 to 250... Boom! my damage actually went down :/

I did once hit for 107 (3 points higher then my one hit at level 37) but most of my hits now are 40s and 60s... This made me wonder what would happen if I added points into energy/defense, oddly enough i put in only 125 into that and my lifetaps went from 27 to 34s and my froggy procs went from 75 to 84 (daytime)... what the hell?!

It seems in my 2 hours of parsing the numbers, specialize really boosts casters up but doesnt do much for meleers... is this the same for tomes? I heard tomes amplify the "specialize" skill as well as the diety bonus, but if I lost damage on going from 0 blade/strike to 250, whats going to happen when the bonus gets added in with full tomes (25%)? I know my casting of lifetaps and dots will go thru the roof, but will i be only hitting for 10s then?

I asked someone about this, and they said blade/strike only does at best 3% damage more, or lets you hit more, or raises your over all chance to hit at a higher average... So, if those are the cases, I must not only be really unlucky at the dice rolls but really bad at lucky hits..

What does blade/strike really actually "do" or is it "suppose" to do?
Is the Rotblade broke/bugged, meaning do you get to bonus of 10base diease damage even before level 38? or is it that everything just is immuned to diease base damage?
 
Elemental damage on weapons isn't affected by rec level, so you would be getting the full +10 disease damage from level 1 onwards.

Also, you say you spent the 250 points on blade/strike and then saw your damage actually decrease over 2 hours of parsing. Are you saying that according to the parsing program you used, your average damage over the course of 2 hours is less than it was previously? I find that pretty hard to believe, and I'd like to see the logs if you have them. Also, were you fighting the same mobs for both parts of your observation?
 
Tomes do exactly what they say they do if you fomelo someone....X percentage bonus to melee dmg etc. Nothing to do with specializations.
