On the Lockpick portion of the test, or wether you are simply trying to raise your skill on the building , You will also draw the aggro of the Silver Crown Soldier in the immediate area.


Is this intended?

While you should be able to do the quest at 20+ , its impossible without having someone pull the soldier away.
 
Have you monitored the spot to see if at any time day or night the silver crown soldier leaves the post?

The silver crown was added since many rogues have done the quest, so i can't imagine them trying to make the quest immpossible.
 
I'm pretty sure there is atleast 1 soldier there day and night; also, iirc, he's a light blue con to lvl 65, so would likely trounce a young rogue trying for their hood.

i completed this before the addition of that soldier, so unfortunately I am unable to offer any insight as to how to get around him
