Your best bet (aside from Tiger Claw), if you're doing much tanking, is to get a weapon that procs a debuff (two, if possible). A staff of darkness, for instance--its proc is a DoT, yes, but more than that it's a snare. Debuffs, be they stat, attack speed, movement speed, or whatever, generate huge aggro. Alternately something that stuns or does a large DD proc. The more procs you're getting, almost no matter what they do, the more aggro you're going to generate. Of course, if you're not tanking, that same weapon selection will become a liability.
Nah, not really. The initial aggro generated is pretty minimal, unless you're using some kind of debuff or some such (which it sounds like you aren't). You're not going to be able to outdamage a halfway decent rogue, period.
