Anyone know where he is located? and if so what value does lockpick have to be at to get to him?

If I recall correctly...

Zone into South Newport at the clock. Proceed left at the pool area. You'll enter a small section with two houses in it. He should be on the second floor of the house on your right, with a single guard on the first floor that you'll have to sneak behind. I don't remember what level the door is.

Assuming this is one of the Twisted Palm quests, hes in a white house near the clocktower, with a summoning bodyguard on the first floor that you have to sneak behind. skill needed is 100+ i believe.

You can open the lock at level 19 with maxed Lockpicking. Be sure to sneak past the bodyguard, as others have said.
