Road to Glory - N. Newport

I received a "Road to Glory" quest from an ecxited (or excitable?) child in N. Newport. He asks for a platemail helm and broadsword. When I give those items to him, he returns them and the quest does not advance.

Any ideas what's going on?

Cool, so, it's not just me? Apparently the one I spoke to is a Silver Crown kid, while there are also COI and Blackscale versions. Problem is, each time I find the kid (I was in Halas), he's always for the other two factions, not the one I need. Same thing - give him the stuff, he hands it back to you. Something's broken.
 
Didn't realize until Friday or so that anyone had replied. It worked for me in Newport. Thanks!
