Ring 3 subquest broken?

Forgive me if this is duplicate but the only 2 results that kicked off search of this guys name were a year + old.

Issue is that Benrik Nimblefingers said hey and wanted my war to come over upon completion of ring 3. The thing is that he's nowhere to be found and didn't show up on tracking anywhere in the zone. Is this guy broken?
 
It spawned for me 4 weeks ago. I would guess that he only spawns for the quest right after you finish the precursor. If you don't respond to him, he poofs and you miss your chance. He was right in the archway entering to newport.
 
Thanks for the reply. I looked all over and had druid there to track at the time with no luck. Perhaps I did just miss him somehow :/
