Ring 2 issue/bug

Hello i am at the portion of the ring 2 quest where i go to East badlands and get the three heads (Curtis, Kyle, and Sam Bloodblade) and the plague sample. I Killed all three and recieved each of there heads. I Used the key that opens the chest in the house were Sam Bloodblade spawns and i looted the Plague sample. Upon Returning to Infiltrator Vergood i attempt to trade all three heads and the plague sample to her and she refuses them and returns them to me. Confused i try hailing her and i get no reply. (BTW i have handed the bag that burt dropped to Sergant Haley previously) i Do not know what caused this problem but i hope it is fixiable and i posted the information that is required to fix my problem. Oaju is the name of my character. Thanks for your time and your patiance
 
Did you have your newport mark (i think thats what its called. it looks like a golden pendant) with you?
 
i dont know i will check later thu.... lightning struck out my power and my internet is down. Im at a friends house atm... thanks for the reply
 
Ok i made sure i had the pendant with me and yet again when i attempt to give the three heads and the sample to Infiltrator Vergood he just gives them back...Accept now when i hail him the quest dialogue shows up and after i reply correctly to his questions he asks me to give him the proof of there deaths and the sample of the plague... i try yet again and he returns them to me. usaually at night maybe 6-10 PM est i am also on in the mornings around 7-12 AM est. However on monday and wendseday i am not on 6-8 pm due to tae kwon do. Anytime im on feel free to send a tell
 
Well in my own attempt to fix my prob i attempt to rehail Burt (i didnt think it would do anything but i said hey its worth a shot). After i hail him he freaks out and throws his bag into the water. (i didnt even give him the letter) i pick the bag up and attempt to give it to Halsey. He gives it bak. I beilive that i am not bugged on The bloodblades part of this quest but i did not get the proper flag from Halsey. Hope this information helps Rab
 
OK, not really resolved. There's several missing pieces here and I don't know why. I want to talk to Xeldan before I change anything.
