"Rest State" bugs

It seems that sometimes you will stay stuck in a combat state (out of combat, but crossed swords icon / unable to rest) permanently after exiting combat (while you remain in the same zone); seems to happen very rarely and randomly, but if it does happen you're stuck until you zone. Also, if you kill a boss mob you're locked out for 5 minutes, but if you continue killing non-boss mobs this timer refreshes all the way back up to 5 minutes again after every combat, and seems to keep doing so while you continue to re-engage in combat with non-boss mobs. This seems to persist after zoning as well, and it seems like it may also be possible to get permanently stuck in this 5 minute lockout after every combat even after you let it time out then continue killing non-boss mobs.

It would be nice if the rest state wouldn't lock you out for 5 minutes after bosses. That is usually when you wipe the most and it would be beneficial to get your mana back quicker to engage. Or just make death fatigue give you the resting state mana/endurance regeneration and have that be the 5 minute lockout. There are a couple long lasting debuffs (Death fatigue, malo, druid archaic, tash, etc) that stick on you and make it so you do not get that regeneration. I know the staff is aware of these, just wanted to put it in writing.

Either way, thank you for looking at wipe/recovery time and realizing it needed to be addressed.
 
Just had it happen again, was in 5 minute lockout, zoned, sat around for at least 5 minutes, zoned again, attacked a lvl 1 (non boss) mob, 5 minute lockout again on both boxes, let it count down fully (without zoning), attacked another low lvl (non-boss) mob, again 5 minute lockout. Not sure what the solution here is, /cm suicide? It's a bit tricky waiting 5 minutes every time to try a new thing to debug it and see what happens.

Is perhaps the lockout cumulative for every boss mob you kill so if you never rest between multiple bosses it causes you to have to count down a full 5 minutes, then kill a non boss mob, wait another full 5 minutes, kill another non boss mob until you clear all your 5 minute "stacks" or something? Or is it just totally stuck in the 5 minute countdown for some reason? (perhaps it bugs if you zone with the 5 minute timer?) I have no clue at this point.

Also it seems like mana regeneration is a lot less while in combat than it used to be. This is most noticed in long encounters that are mana intensive and keep you in combat throughout the encounter like icewell plumber and BS barrel event. It makes these events much more difficult and whereas before you'd easily have enough mana to do them now you can easily run out of mana during them.
