Level 55 necro vs blue con (~50) guardsmen in wfp:
Dooming Darkness: 9 casts, 3 landed.
Thrall of Bones: 4 casts, 1 landed.
Screaming Terror: 6 casts, 0 landed.
This is with ~130 charisma (had a shaman buff).
I realize this is a small sample set, but I got killed (for obvious reasons, if you look at the above data) after this and didn't get a chance to collect more.
It should be noted that the resist rate on these spells / these mobs (at lower levels even - 53 / 54) pre-patch were nearly none. I'd say 20% or less total, but that's just a guess.
My only real beef with this patch is that it takes what was fairly balanced classes and imbalances them. Int casters that rely on their spells landing consistantly to do much of anything have their overall effectiveness lowered by ~20% or more by this change, wis casters to a lesser extent, melee, not at all. In comparison, consider if you gave every mob and player 20% physical damage resistance as an innate property. The monks, rogues, warriors, etc would be blathering incoherant complaints all over the boards.
