Repairing Kelethin Faction

Thanks to some missteps in the Gradalsh quest, I've borked my kelethin faction (scowls with every NPC I've checked).

Is there any way to repair it outside of the turn-in quests (which I can't do because of scowls)?

Incidentally, and this is something I couldn't find info about on wiki, is it permissible to charm an NPC to do a quest turn-in? Talking specifically about the Charter of Kelethin quest.

No longer an issue, it turns out an elf illusion gets my faction high enough for my purposes. Would still be nice to know if there's a way to fix faction tho if anybody knows of one!

If elf illusion makes it so that you are non-KoS, nothing would stop you from doing turnins while elfillusioned to up your faction. (Tashdrak Headfins anyone?)
