Maybe give recovery a small stamina regen bonus? IE 40points of recover would equal somewhere between 2-4 points of sta regen. Maybe I'm missing something but I don't feel like even 40 recovery is really that useful. This would definitely make equipment pieces with only recovery on them much more useful for melees.

worn acumen is on a few items and each of them are either not worth using over other items except in extreme situations or are rare and high tier.

From what I can tell there are:
1 buyable face w/ acumen that has horrible stats
1 range item draeos has that I don't know where its from
Enthan Mask
Thaz Wrist
Sanctum Sleeves

There may be more but as you can see 3 of the items I'm aware of are out of reach for a lot of guilds. And we have killed enthan 3 times and have gotten 3 swords 2 rubies and a belt.
 
Stamina regen is not a mechanic that exists. Period.

Acumen and those other reduce stamina drain. It's really a huge difference.

is there any way to make recovery do that as well?
or do anything else besides only providing HP regen?
 
It'd be a lie to say that regen is something sought after, but it's not like its overly valued on most gear either (aside from a couple notable classes). Could it use some sort of boost? Probably.

That being said I'm pretty sure tying it to stamina regen/drain is a mistake. With recent gear, Caster scaling like melee is only now becoming close to a reality. Adding a mechanic to widen the gap is not what I'd consider a smart move.
 
What about a way to make it tie into your specializations. Like +40 recover would give a certain amount of boost to your engergy/defense specialization.
 
In my opinion change recovery to regen a percent of your health, so say you had 20 regen you regen 2% of your health per tick. Regen is just so weak even at cap it doesn't even make up for 10dps. Regen should help keep you alive melees and casters alike but right now it just doesn't scale up to be useful past like lvl 55.
