Recovery effects scaled down until 65?

I placed a mossy tunic on my level 26 rogue and I am only gaining an extra 2hp/tick while both standing and sitting. However, I do notice two updates (an increase and then an immediate decrease) to my hp while the tunic is on. For instance, while sitting and wearing the tunic, my hp will go from 500/XXX to 513/XXX and immediately decrease to 510/XXX. I don't know if this is working as intended or a bug; could anyone clarify this, please?
 
I dunno man. I kind of like the whole fake mustache thing. It isn't even straight, which is the best part.
