Raiment of Devouring Flame

I have had Raiment of Devouring Flame now for some 12 months.

It appears to have a proc Starfire but I have NEVER seen it operate.

Now is this because
(a) it is broken
(b) I am "As Blind as a Bat"
(c) I am the most unlucky player on the server
(d) Only procs if I melee (which I VERY rarely do)
(e) .....

I think it only procs when you are getting hit either by melle or spells.

For a caster, it usually only procs at the worst time possible and crits.

yeah chest items only proc when ur getting hit, feet when u kick, hands when you hit, and wrist items proc randomly when ur in combat and u cast (as a caster) not sure about other slots. thats y i will always like the melt memory robe or tansa's robe because their procs seems to help the caster most if they are indeed getting hit.
