Quick question about UI's

Is it possible to use other UI's other than Sars? I vaguely recall reading somewhere about it on the site, but can't seem ta' find it now. I just wanted to make sure it won't screw anything up
 
Prior to my hiatus, I used my own created UI and it worked fine. Of course I don't know if that is the case now as I haven't been on yet to see if they still work.
 
You wouldn't happen to have a link to any tools which help you create UIs, would you? Much appreciated if this is possible.
