Question on Nuking and Spell level

I am aware charisma and character level help a spell cast by a character take effect on a mob. Does the level of the spell itself affect resists?

I know some spells like wizard lures by their nature have an easier chance of taking effect, but I mean apart from that. Thanks.
 
A level 65 spell with no adjustment to it's resistance will hit as often as a level 1 spell of the same resist with no adjustement either. Assuming what I just wrote was legible :eek:
