RoK was my favorite expansion and I'm a die-hard Iksar lover. In this server there is a heightened importance on Cha as a stat because it dictates whether or not your spells actually land. The Iksar has a horrible starting Cha, does that mean I'll be much more gimped at higher levels than a Erudite or Human necromancer?

No. Low charisma matters more in the early game but normalizes in the raid game. It's also a bit of a non-issue due to insane necromancer -resist mods on their lifetap and heat blood lines at low levels.

Your starting cha will be only 15 off erudites. You will not noticed it in the group game because you will primarily be using fire, but will experience slightly more resists on your magic, poison and disease lines until you get some raid gear. But cha is a very common stat from early on and shaman have really nice buffs for it. There is also cheap tradeskill jewelry with it on the items.
I bought staff of the charismatic which cost 2k, and used soloing/grouping every day until tier 6-7 when I capped cha.
