question about donating and playing 2 accounts

If i wanted to donate monthly and have my characters on 2 diffrent accounts. Could i get the donator item on both accounts or only one?

Then is there a way to transfer the characters to the same account? I searched and saw some threads asking that but no answers in the ones i read.
