I am a halfling warrior, of the 65th lvl.
I would not reccomend being a halfling warrior, for a couple of reasons. Untill recently, after you capped your stats, there was no more benefit from them. IE, even though an ogre has a lot more stamina then you, at higher lvls it evens out and you are on near to level playing ground. With the new AA hidden strength, even stats beyond the cap count, so that ogres trolls and barbarians will now **always** have an edge up on a similiarly armored and AAed halfling. The taunt aggro is nice for taking taunt, but keeping it is all about weapons and aggro clickies.
The proc decrease will hamper your aggro sustaining ability in the later game, when you depend solely on aggro weapons to keep the mob on you. Albeit not so much that anyone other than you will notice the difference. Melee AAs really do help keep up aggro, but then again you need more of them than another class to be on par.
Lastly is the lovely death save. In my 1k+ deaths, this has never actually saved me. It seems that when it goes off, it doesnt heal you at all, just makes the attacker miss you once. So if you have 400 HP left, and an attacker does on round of 400 200 ad 250... if the death save kicks in on the 400, you get a nice message right before you die from the 200 and 250. The death save might save you once in a blue moon, but i havnt come accross a situation like that as a warrior. I expected it to heal you back to 10% or something when i first rolled my warrior in the class. The 15% added effect to death saves is nice although, as they might actually save you, but their use doesnt substitute for the HP and evasion you loose at later lvls from the stat differences.
That being said, halflings dont make the best warrior. But what really matters is what YOU like to play. If you enjoy a halfling, the differences arent crippling, but just noticable. Play what you love to play, but thought i would put in my 2copper
