quest for noobs

Ok I've been playing here for the last week or so and am totally new to this game. I need to know if quests are enabled here because I've been hailing every single NPCs but can't seem to find a single one.
 
There are quests, they just arn't as abundant, which is why the new quest designer position is supposed to come up with at least 1 good quest a week or a really long and in-depth quest in 2 weeks.
 
I know I hardly fit into the RPG sense of MMORPG's, but I highly recommend straight up leveling as opposed to doing quests. It's much more fun. :)
