Progressive SNP Cleric guild quest (shoulder Item)

I am at the stage to find Afaven, yet he is not where I was told. Is his spawn limited to a time period or anything like that? Or is this quest not done yet? Thanks.

Specifically, the NPC said that Afaven was in the tunnel between Faentharc and EF. I have checked both sides of the zone with a tracker, nearly the entirety of Faentharc with a tracker, checked both day and night. Nothing.

Am I missing something obvious?

Oks omeone told me he is at the lake, I will double check the quest script but I had thought it said in the tunnel.
