Proc % on Ghostmetal Shan'Sel?

I looked up the stats on the Ghostmetal Shan'Sel via the SoD wiki, yet it didn't tell me anything about the Proc % for Lifedraw.

I heard that (unlike live) it was item based, not dex based.

Anyone happen to know what the Proc % is for it?
