Problem with Jodor the Lost?

I hail him and then say the line "Tell me about this hidden cache." and he replies with "No, it's mine, you can't have it, we hid it from people like you!". Then sometimes he'll attack me, sometimes he won't, I've killed him twice and haven't gotten an item, and it seems he only spawns once each night. Is it maybe because my pet kills him instead of me, I know for the part with the spectres the kill didn't count if the pet killed them. Problem with that is that I guess you have to wait for him to attack you or risk getting negative Quest faction. Just let me know if this is working as intended and I need to dismiss my pet and just nuke him or what, please. :?

Update: On the third kill he did finally drop it. Still no clue why he didn't the first two times.
