A large stumbling block to the server upgrade is the insane licensing fees! We would be on the hook for a couple thousand dollars for Windows Server 2008 and a handful of RDP licenses. The software isn't really negotiable but if you have some neat tipz or trix to get this stuff legit on the cheap post away~!
 
One possible solution would be to contact CDW's managed services and host your servers in their ESX environent. That way you dont have to actually buy the hardware just the VM instances.
 
Is there a reason you're sold on Windows? You can compile EQ about a million times faster and easier (and free-er!) on Linux, RDP is free and easy too!
 
I am a student in a school that participates in MSDNAA (microsoft developers network academic alliance) and like Mythryn said we can get Server 2008 R2 for free. I would assume this classifies as personal use (SoD isn't for profit) and it would be available for legal use until I graduate (18 months). I think this would be a great temporary solution because we would then have 18 months to raise the funds to buy everything needed (can't get the 5 RDP licenses through it however).
 
sod is a production server and as such doesnt fall under either dreamspark licence or msdn-aa licence program. There might be (should be) cheaper licenses for nonprofit organizations however.

Yeah, like Glamrin said, try contacting M$ and let them know who you are - maybe they will give you a break. Maybe even pick up a few more players in the process. You lose nothing by trying.

If you're not completely opposed to moving away from Windows, Linux is great server software!
 
I don't suppose you just need a license key, cause I have ton of those and their all legit since I work for a software company.
 
My company uses pre-configured servers through cari.net:

Cost ranges from $80-375/mo depending on how much beef you need in the server. The top end one is:
