PoN and swearing to Marlow

Since swearing to a god is no loger done on the Isle of Voices but rather on its home plane, where do I swear to Marlow? My money is on PoN, but I'm unable to find any mob to swear to there.

Is this not implemented yet or am I just blind?

Did you talk to the guy by the docks first? I think you have to talk to him to be sure you understand the consequences.
