Player housing part 2

We will be opening up player housing to all accounts, not just donators. Non-donators will get a very limited house, with only two decor and one utility slot. All you have to do is use /cm housekey. If a non-donator starts donating, more parts of the house will open up as normal.

The instance servers aren't using much server load these days, so we figure it would be a nice gesture to let everyone have their own little PoK hovel.

I was just wondering if the house will only be available for characters who are above level 20 already or if you start a new character the house will be enabled when you reach level 20?

Old characters will get houses too, they just have to be 20 to summon the key.

Will the donator keys still be flagged as NO DROP? I wanted my characters to be able to get together, but cannot figure out how to give a key.
