So i went to island of voices and pledged myself to Enthann and then i ported up to PoVa and i run around hailing any ncp to start doing my deity quest augument i meet up with High Priest Ritius .

when i do say that he doesnt reply. When i spoke to the Steel ppl who done the aug quest says i should get a pov neck item and start doing my quest.
 
You somehow got a fubared deity ID. Petition in game and tell the GM that you need your deity cleared (Refer them to this post.) After that go to the High Priest and re swear.
