First, let me make sure I'm right.
Clarity II is the level 52 Enchanter spell for better mana regeneration.
Boon of the Clear Mind is the level 52 Enchanter spell for group clarity.
Buffing spells have a +20 level limit.

If any of those statements are incorrect I suppose this suggestion won't make any sense.

If you have to be level 32 just to be high enough for Boon of the Clear Mind, why bother using it at all if the new mana regeneration spell Clarity II is now available?

I'd like to suggest a change in the level requirement for Boon of the Clear Mind...perhaps a spell level or two lower so players will actually bother to use this spell? I know I havn't used it at all since I bought it. =(

Why not just buff them with normal clarity at any level? And the reason there's a group buff is that a chanter with VoG (without group vog) at a raid would rather give them all group swift like the wind instead of giving everybody a single vog (with the exception of the top dps melees). That's also why there's a group clarity spell, right?!

Enchanters would rather single-VoG the melees at any raid with a capable of raid leader, actually.
