Patriarch, Sword of the Ruler proc rate

hello, requesting that the proc rate for Patriarch, Sword of the Ruler be looked into. was curious if it is intended to not proc very much or if the proc rate got screwy with the warrior weapon rebalancing some time back. thank you.
